Short answer: Yes, technically you can make relish from frozen shredded zucchini — but the texture will be mushy. It’s not a great idea. Fresh zucchini will give you much better results.

Honestly, I don’t think the finished relish is worth the effort when made from frozen zucchini. It tends to turn out a bit… ick.
